MANA AHURIRI TRUST
Area of Interest
The rohe of each of the Hapu generally borders others of the Hapu. The geographical area that was covered by the negotiations comprised the combined traditional rohe of the respective Hapu, other than for Ngati Tu and Ngai Te Ruruku as most of their rohe was dealt with in their separate negotiations with the Crown under Maungaharuru-Tangitu Incorporated as the map below shows this combined rohe.
The lands in which the Ahuriri Hapu were located were traditionally referred to as Heretaunga; the Ahuriri purchase block forming part of those much wider lands. For the avoidance of doubt the Ahuriri Hapu area of interest also includes the following lands:
- lands between the Tutaekuri and Ngaruroro Rivers; and
- interests in the eastern Kaimanawa region.
The area of interest was based on an agreement between the Ahuriri Claimant Group, and Mana Ahuriri Incorporated, on the one hand, and Maungaharuru-Tangitu Incorporated and Ngati Hineuru Iwi Incorporated on the other.
The underlying agreement was that Mana Ahuriri Incorporated would negotiate all of the claims of Ngati Hinepare, Ngati Mahu, Ngati Matepu, Ngai Tawhao, and Ngati Paarau. In addition, Mana Ahuriri Incorporated would negotiate all of the claims to Te Whanganui a Orotu, and the historical aspects of the Napier Hospital claim, which remained unsettled. That is, Mana Ahuriri Incorporated negotiated the claims of all seven Ahuriri Hapu (including Ngati Tu and Ngai Te Ruruku) to Te Whanganui a Orotu and the historical aspects of the Napier Hospital claim.
That meant that the claims of Ngati Tu and Ngai Te Ruruku were settled by two groups. The claims of those hapu to Te Whanganui a Orotu and the historical aspects of the Napier Hospital claim were settled by Mana Ahuriri Incorporated. All other claims of Ngati Tu and Ngai Te Ruruku were settled by Maungaharuru-Tangitu Incorporated.
In terms of Wai 400, the parties further agreed the areas within the Ngati Hineuru area of interest, and the Ngati Tu area of interest. These areas will be settled by Ngati Hineuru Incorporated and Maungaharuru-Tangitu Incorporated respectively. The remainder of the area was settled by Mana Ahuriri Incorporated.
In terms of Wai 299, the parties agreed that Mana Ahuriri Incorporated would negotiate claims to the Petane, and Te Pahou blocks. All other claims to Wai 299 were negotiated by Maungaharuru-Tangitu Incorporated and Ngati Hineuru Incorporated.

Ahuriri Hapu Claims
Mana Ahuriri Incorporated negotiated the full and final settlement of all of the historical claims of Ngati Hinepare, Ngati Mahu, Ngati Matepu, Ngai Tawhao, and Ngati Paarau. In addition, Mana Ahuriri Incorporated negotiated the claims of all seven Ahuriri Hapu to Te Whanganui a Orotu, and the historical aspects of the Napier Hospital claim, which remained unsettled.
That meant Mana Ahuriri Incorporated was mandated to negotiate the full and final settlement of all the historical claims of the Ahuriri Hapu (except for Ngati Tu and Ngai Te Ruruku), including all registered Wai claims and unregistered claims.
Of particular importance to the Ahuriri Hapu is the Wai 400 claim, which relates to the Ahuriri Block. Mana Ahuriri Incorporated negotiated the full and final settlement of the Ahuriri Block, apart from those areas noted above, which are agreed to fall within the areas of interest of Ngati Hineuru and Ngati Tu.
We have reviewed the Mohaka ki Ahuriri Inquiry to identify all registered claims that would be settled by the settlement. Those we have identified to date are set out in the tables below, but there may well be other claims by members of the Ahuriri Hapu that we have not yet identified.
In some cases, Mana Ahuriri Incorporated would be settling these claims fully and finally. In other cases, where claims are shared with other groups, Mana Ahuriri Incorporated would only partially be settling these claims.
Mana Ahuriri Incorporated negotiated the full and final settlement of the following claims:
Te Whanganui-a-Orotu/ Napier Inner Harbour
Tutaekuri River/ Waiohiki lands
Napier Hospital claims (that is, the historical aspects of the claim that are as yet unsettled)
Particular claim by Eden whanau to Petane and Omarunui Blocks
Mana Ahuriri Incorporated was also seeking to negotiate the partial settlement of the three claims listed below. The settlement would only be considered as partial because other groups also have interests involved in these particular claims.
Wairoa ki Wairarapa Claims –to the extent that it relates to the interests of the Ahuriri Hapu, other than Ngati Tu and Ngai Te Ruruku, who will negotiate their interests in this claim as part of their separate negotiations with the Crown under Maungaharuru-Tangitu.
Mohaka-Waikare confiscation –to the extent that it relates to the Petane and Te Pahou Blocks only.
Ahuriri Purchase – full settlement apart from those areas of the block agreed to be within the area of interest of Ngati Hineuru and Ngati Tu.
Mana Ahuriri Incorporated acknowledged that the proposed settlement area of interest overlaps, and in some instances is shared with other neighbouring tribal groups along Mana Ahuriri’s northern, western and southern boundaries.
Ngati Hineuru and Ngati Tu (ie their area of interest outside of Te Whanganui-a-Orotu, and the Napier Hospital claim) have shared boundaries and overlapping interests along Mana Ahuriri’s northern side of the area of interest
On the western and southern sides of the area of interest, there are areas of overlap with Ngati Whitikaupeka, Ngati Hinemanu, Ngai Te Upokoiri, Ngai Te Uranga, and others. There are also ancient hapu who affiliate to these hapu. These are Ngati Ruapirau, Ngati Whiti, Ngati Hineteao and Ngati Honomokai.
Mana Ahuriri Incorporated strategy in respect of those neighbouring groups was to reach agreements with them about their shared area of interest, and a shared strategy for negotiating over any areas of shared interest as the negotiations moved forward. Mana Ahuriri’s preference was to negotiate those agreements well in advance of any substantive negotiations occurring. However, that was dependent on the outcomes of discussions with those neighbouring groups.
In addition, Mana Ahuriri Incorporated have been in contact with the neighbouring group to the south, He Toa Takitini, and reached an agreement with them about their areas of overlap prior to entering substantive negotiations.
